I have the honor to acknowledge your letter of yesterday's date with reference to the re-appointment of Mr. Frotter, and have laid it before the Governor. I am desired by His Excellency to state in reply that it would afford him much pleasure to meet the desire you naturally feel to restore to the office of Judge's Clerk a gentleman whom a past acquaintance with his merits entitles to your confidence.
His Excellency must at the same time observe that as regards the continuance of Mr. Frotter in the above office, it became in effect vacant by his refusal to perform its duties.
